Statement by Minister Hirotaka Matsuo at the IAEA Board of Governors Meeting starting on Monday, 10 September 2018: Item 7(a): Nuclear verification: The conclusion of safeguards agreements and of additional protocols

Thank you, Mr. Chairman,

Japan highly appreciates the effort made by Sri Lanka and the Secretariat to prepare the text of the Additional Protocol between them. We welcome this step by the government of Sri Lanka to conclude the Additional Protocol, which clearly demonstrates its emphasis on measures for nuclear non-proliferation.

Japan recognizes that international endeavour for promotion and universalization of the Additional Protocol is extremely important in further strengthening the effectiveness and improving the efficiency of IAEA safeguards. We believe that this serves the objective of strengthening the international nuclear non-proliferation regime centered on the NPT. In this respect, I wish to stress that Japan has made consistent effort to increase the understanding of the Additional Protocol among relevant States and to provide necessary assistance for safeguards and regulatory officials in those States, making full use of its own experiences in concluding and implementing its Additional Protocol. Japan remains committed to making such efforts in cooperation with the Secretariat and interested States.

With these comments, Japan supports the recommended action.
